🪁 Kite Festival: June 20th & 21st, 2026

Application Deadline: April 23rd, 2026

We will allow for a maximum of 25 vendors. Applications must be complete and accurate to be considered. Vendor payment is due at the time of application, no exceptions.

Vendors are responsible for ensuring they meet all insurance requirements. The Birch Bay Chamber of Commerce is not responsible for determining or providing guidance on the insurance specifications required by Washington State Parks and Recreation Commission. Failure to meet the above outlined insurance requirements will result in disqualification from participation in the event as determined by Washington State Parks and Recreation Commission.

Required Documents:

  • Certificate of Insurance (COI) & Additional Insured Endorsements
  • Certificates must reflect the below minimum insurance:

  • Shall maintain bodily injury and property damage coverage including contractual liability, in the minimum amount of $1,000,000 per occurrence and $2,000,000 in the aggregate.
  • Shall name Washington State Parks and Recreation Commission, PO BOX 42650, Olympia, WA 98504-2659 as an Additional Insured under the policy.
  • Shall name Birch Bay Chamber of Commerce, 4819 Alderson Rd. #103, Blaine, WA 98230 as an Additional Insured under the policy.
  • Food Vendors must provide health department certificates and permits no later than May 22nd.
  • $200 Food Vendors
  • $150.00 Craft Vendors
  • $25.00 Non-Profit & Informational Booths – Nothing may be sold. Needs to only provide an Insurace COI.
  • Late fees will be applied for late applications or applications with missing documents, not received prior to the application deadline.

The Birch Bay Chamber of Commerce (BBCC) is not responsible for determining or providing guidance on the insurance specifications required by Whatcom County Parks and Recreation. Failure to meet the outlined insurance requirements will result in disqualification from participation in the event, as determined by Whatcom County.

Required Documents:

  • Certificate of Insurance (COI) – Certificate must reflect the below minimum insurance requirements:
    • Commercial General Liability Aggregate: $2,000,000
    • Commercial General Liability CSL per occurrence: $1,000,000
    • Product Liability CSL per occurrence: $1,000,000
    • Property Damage CSL per occurrence: $300,000
    • Business Automobile Liability CLS per occurrence: $500,000
  • Additional Insured Endorsements – must name both the Birch Bay Chamber of Commerce and Whatcom County Parks & Recreation as Additional Insured, using the following language:
    • Whatcom County, its departments, elected and appointed officials, employees, agents, and volunteers are included as an additional insured; Whatcom County Parks & Recreation Department, 3373 Mt. Baker Highway Bellingham, WA 98226.
  • Birch Bay Chamber of Commerce, it’s departments, elected and appointed officials, employees, agents and volunteers are named as an additional insured; Birch Bay Chamber of Commerce, 4819 Alderson Rd. #103, Blaine, WA 98230.
  • Endorsement for Primary and Noncontributory
  • Endorsement for Waiver of Transfer of Rights
  • $250.00 Food Vendors
  • $150.00 Craft Vendors
  • $25.00 Non-Profit & Informational Booths – Nothing may be sold. Needs to only provide an Insurace COI.
